Alice, On the ITU national consultation process, I could be wrong but I'm yet to see even one national process in Africa...the positions seem to have been consolidated within the ATU process, and not sure how bottom up or open to comment that is. So the rhetoric that the ITU is trying to fight is not being helped by the opaqueness re the process by people can contribute / participate. Hi Ory and all I am not sure there is any African country that has made the effort to organise national level consultations but if we borrow a leaf from our past experience in developing ICT related policies and regulations, including the most recent data protection and FOI discussions, it would be important for national consultations on ITRs. @walu, I have very high hopes and "faith" :) (hope I am not living in wonderland). It has happened in the Netherlands, see later post, it can happen, I believe WSIS and some of our very good examples have provided for new ways of policy development. Best Alice
