When is the last time the Kenyan govt was broke? I think it was during Moi's rule, when it literally had to beg for dollars. I remember Prof. the late George Saitoti was tasked with this. At the rate things are going with Uhuru's govt, very soon we might be at that level again, and I pray that we'll get Trillions of Yuan - price for every head in Kenya, born and unborn. Anyway, I think they are not able to download and install Adobe Reader so yes, someone should supply it. It's nothing compared to SGR in terms on cost. This is for provisioning, not the license. It's not totally unreasonable to charge 1k to install a piece of software if it's done professionally and at scale. Hi Adam, Computerization in the govt is a BIG mess. It's more like bringing 1000 people each with their own computing device to an office and calling that computerization. +1, I also thought the ICT Authority Board was launched with pomp 3weeks ago and by now they should not be entertaining such tragedy. As one of our former President used to say , if you must steal, at least steal with some decorum/intelligence. Otherwise you end up embarrassing not just the government but the whole Kenyan ICT community. @Adam, provisioning in government speak is the whole chain -design,deploy and maintain. And the 1,000/= is the cost of buying the Tender document NOT provisioning. In other words, I would pay the 1,000/=, get the document and quote 10,000,000/= to provide the acrobat reader, which I will ofcourse download for free. I will be the lowest bidder since my "competitors" are just my sister companies...quoting 10/- higher...you get the drift? Anyway, the sample online document is not dated nor signed. So lets just hope it was some digital joke doing rounds on the Net. It's not totally unreasonable to charge 1k to install a piece of software if it's done professionally and at scale.
One would hope that provisioning is happening via an image and people aren't installing software individually on computers one at a time.
