Kenya IGF 2023- Call For Topics

Good afternoon, Following the announcement that Kenya IGF 2023 will be held on Thursday 22nd June 2023 and the series of events from 19th -22nd of June that all make up the IGF Week, we the Multi Advisory Group (MAG) that assists in the coordination of IGF hereby make a call for topics to be discussed throughout the IGF week. The topics should be based on the global IGF sub themes as well as any other contemporary topics that form key internet governance concerns in Kenya. As earlier advised, the theme for Kenya IGF 2023 will mirror the global IGF theme “'The Internet We Want - Empowering All People''. The Subthemes will be centered around 1. AI & Emerging Technologies 2. Cybersecurity, Cybercrime, and Online Safety 3. Data Governance and Trust 4. Digital Divides and Inclusion 5. Human Rights and Freedoms 6. Sustainability & Environment Some other themes to consider will be 7. Avoid Internet Fragmentation 8. Digital Divides and Inclusion - With the state of the unconnected that we still have DESPITE the statistics; let their a focus on connecting the unconnected, specifically from the community level - a focus on Community Networks and how they can be used to bridge these divides and beat exclusion. 5. Human Rights and Freedoms - I would suggest a renaming of this to Human Rights, Freedoms and Cultural beliefs. This issue has elicited a lot of debate courtesy the LQBTQ proponents and oppossers. However much that we might want to conform to the western world beliefs due to our dependence on aid, we need to be cognisant to the fact that these issues are alien to the African culture and deemed sinful in many religions be it the mainstream or the folklore. Hi all, I like the topics, especially on human rights and freedom. I would also like to see many LGBTIQ+ Kenyans accepted into the space. We are some of the most affected by cyber bullying in online spaces. It is okay to disagree with people's way of living, but it is not okay to take away their rights, especially rights to privacy, association, dignity and all that. I might not be present to attend but I know several LGBTIQ Kenyans who would benefit from this space. I look forward to the IGF. Dear Listers, Thank you for opening up the call for the topics to the community. I am in support of aligning the theme to the global theme as this would make it easy for the outcomes and recommendations to feed into the global conversation. I would suggest a slight change to make it read *"The Internet We Want - Empowering All Kenyan People"* Learning from the experiences of the past IGF, the sessions have been quite parked with alot left to unpack. I would strongly encourage the MAG to consider holding the event this year as a two day event to allow humble time to dig through the issues. On Sub themes, I would like to suggest we keep at least 4 themes as the main tracks. The rest might be adopted but we can have other stakeholders organise pre events/parallel sessions during the IGF week. My proposed 4 sub themes would be: 1. AI, Emerging & Election Technologies 2. Cybersecurity, Cybercrime, and Online Safety 3. Data Governance and Trust 4. Human Rights, Freedoms & Inclusion Looking forward to a successful edition of the Kenya IGF. Learning from the experiences of the past IGF, the sessions have been quite parked with alot left to unpack. I would strongly encourage the MAG to consider holding the event this year as a two day event to allow humble time to dig through the issues.
On Sub themes, I would like to suggest we keep at least 4 themes as the main tracks. The rest might be adopted but we can have other stakeholders organise pre events/parallel sessions during the IGF week.

I would also like to see many LGBTIQ+ Kenyans accepted into the space. We are some of the most affected by cyber bullying in online spaces. It is okay to disagree with people's way of living, but it is not okay to take away their rights, especially rights to privacy, association, dignity and all that.
I might not be present to attend but I know several LGBTIQ Kenyans who would benefit from this space.

Thank you MAG chair for opening this up. I would like to vote for themes 1,2, 3, and 8. On AI, I propose discussions to be around national strategy along the lines of empowering all Kenyans. Look at our specific sectors that can do well with AI innovation and how we can champion this. Should we have a standalone national AI strategy? Agreeing with Twahir on the topic of inclusion, I think we should still talk about access and use of the internet and other ICT technologies. A lot of structural inequalities are created when these new and emerging technologies are layered on top of the challenges of access. We can consider discussions on theme 8 to be our priority areas for submissions to the Global Digital Compact as the Kenyan ICT Community if the UN opens up another round for public submission. But this can also be input into other parallel processes because the idea would be to identify what we want to be incorporated in the GDC. I believe human rights, inclusion, and development should cut across. But also voting for it to be a separate topic. Looking forward to the Kenya IGF! Thank you MAG chair and for the discussions so far. I am particularly interested in: 1. AI & Emerging Technologies We would explore the topic of "AI for Good and for innovation in Kenya '' especially with the emerging artificial intelligence technologies such as ChatGPT now on version 4 and how knowledge of such tools can be used for good and promote innovation locally. In support of the points Liz has also brought across, from a policy perspective, should we now explore having a national AI strategy? I would appreciate thoughts and discussions on this. 2. Cybersecurity, Cybercrime, and Online Safety The proposed topic is "Child Protection Online in Kenya." As we continue to follow the discussions globally, giving an example of Tiktok's new child safety tools, giving parents more control over their children's use. We would explore at a Kenyan level any more measures that can be done in terms of child protection online. Furthermore, another proposed topic would be "Cybersecurity and Cybercrime in the age of digital transactions" with an increase in digital transactions and presence, are we cybersecurity ready and what more amplified efforts are we seeing at the KE- CIRT level. 3. Global Digital Governance and Cooperation Proposing to explore "Strengthening the national IGFs through the Global Digital Compact." On this, we would explore discussions from our national IGF on how the IGF can be strengthened and in line with the inputs already being submitted to the GDC as we now look into the summit for the future. On AI, I propose discussions to be around national strategy along the lines of empowering all Kenyans. Look at our specific sectors that can do well with AI innovation and how we can champion this. Should we have a standalone national AI strategy?
Agreeing with Twahir on the topic of inclusion, I think we should still talk about access and use of the internet and other ICT technologies. A lot of structural inequalities are created when these new and emerging technologies are layered on top of the challenges of access.
We can consider discussions on theme 8 to be our priority areas for submissions to the Global Digital Compact as the Kenyan ICT Community if the UN opens up another round for public submission. But this can also be input into other parallel processes because the idea would be to identify what we want to be incorporated in the GDC.
I believe human rights, inclusion, and development should cut across. But also voting for it to be a separate topic.

On AI, I propose discussions to be around national strategy along the lines of empowering all Kenyans. Look at our specific sectors that can do well with AI innovation and how we can champion this. Should we have a standalone national AI strategy?
Agreeing with Twahir on the topic of inclusion, I think we should still talk about access and use of the internet and other ICT technologies. A lot of structural inequalities are created when these new and emerging technologies are layered on top of the challenges of access.
We can consider discussions on theme 8 to be our priority areas for submissions to the Global Digital Compact as the Kenyan ICT Community if the UN opens up another round for public submission. But this can also be input into other parallel processes because the idea would be to identify what we want to be incorporated in the GDC.
I believe human rights, inclusion, and development should cut across. But also voting for it to be a separate topic.
Looking forward to the Kenya IGF!

Hello MAG Chair, I support the choice of theme and its alignment to the Global Internet Governance Forum. I also support the broad thematic areas. The government has also been clear about leveraging the Digital Economy to propel the country towards attaining the vision 2030 objectives. Thank you MAG Chair for opening this up. Based on the Kenyan context and the specific issues in Kenya, I propose the following sub-themes: 2,4,5,6 Cybersecurity, Cybercrime, and Online Safety: Kenya, like many other countries, faces increasing cybersecurity threats and cybercrime challenges as they result in financial losses, data breaches, and disruptions to critical services. Discussing and implementing robust cybersecurity measures, effective cybercrime laws, data protection laws, privacy policies, data-sharing agreements and online safety initiatives would be crucial to safeguarding Kenya's digital landscape and protecting its citizens from cyber threats. Digital Divides and Inclusion: Internet access and connectivity remain a significant challenge in Kenya, with disparities in access between rural and urban areas, as well as marginalized communities. Bridging the digital divides and promoting digital inclusion through policies and initiatives that ensure equal access, digital literacy, and skills training for all citizens would be critical to promote inclusive internet governance in Kenya, ensuring that no one is left behind in the digital revolution. Human Rights and Freedoms: Protecting human rights and freedoms in the digital realm is essential. Discussions on the protection of freedom of expression, privacy, and other human rights online, as well as addressing issues of online censorship, surveillance, and internet shutdowns, would be significant in the context of Kenya's internet governance. Ensuring that the internet is a space where fundamental human rights are respected and upheld is crucial for fostering a free and open digital environment in Kenya. Under this we could incorporate Fake News and Disinformation: The spread of fake news, Online-Gender Based Violence and disinformation on the internet has become a significant concern globally, including in Kenya, Africa, and the continent as a whole. Themes including discussions on the impact of fake news on democracy and society, strategies for combating fake news and disinformation, the role of the government, social media platforms ie ( twitter,tiktok), media literacy and other stakeholders in addressing the spread of fake news, and the ethical use of social media and online platforms. Sustainability and Environment: As digital technologies continue to impact the environment, discussions on promoting sustainable practices in internet governance, such as reducing e-waste, promoting green technologies, and addressing the environmental impact of the digital economy, would be relevant to address sustainability and environmental concerns in Kenya.
