Frankly, on a side note; One of the reasons we've been on this forum working away with 'hammer and tongs' on this broadband subject is so that hopefully someone at cck and in the ministry could take note,and hopefully provide leadership by bringing in the fold as many stake holders to deal with this important subject, at this very important juncture in the history of this nation. It's too important to be ignored at this time especially if we hope to retain leadership regionally as an economic and ICT powerhouse on the continent. We will be overtaken, before we wake up from this deep slumber. "Broadband" as a national subject and priority needs urgent attention right away - not tomorrow. Harry, We have been working on ways to secure our Broadband Neteworks. The very early draft policy (attached) is ready and we need your comments. We are developing an organizational structure that would take care of cyber security. Our biggest headache is how to attract the critical personnel considering the fact that we keep on losing the best staff to private sector. Regards Ndemo.

Dear PS, Thank you so much for sharing with the forum this important step that the ministry is undertaking to deal with Cyber security. Listers, please contribute widely to what the PS has shared with us. Indeed this is a broad subject - I was just thinking. How about a Taskforce of selfless patriotic Kenyans who have so far excelled in matters touching on Cybersecurity, both from within the private sector and government. Such an initiative would ring in a lot of experts in this area, who share in the vision of what the country seeks to achieve and may volunteer their expertise, in building up policy and standards. At the same time I also think it'd be good for the ministry to start lobbying for attractive terms for high calibre experts, who can be retained without looking over the fence for greener pastures elsewhere. Most importantly, I believe I would be echoing the thinking of most, that "Broadband", as a wider subject, with so many subheadings is an urgent priority to be dealt with now. It needs a "Multistakeholder" based approach to be dealt with effectively - kind of a "Public-Private Partnership". The Broadband arena right now is abit muddled and quite chaotic - perhaps the best indication would be that it's almost single- handedly controlled by service providers who dictate their terms on price, access,coverage,quality,standards etc, with few enforceable benchmarks. I feel especially, universal access and coverage should be assured.It would be important to reign in earliest now, and bring order.. Hey Listers, Lest you forget, the PS shared yesterday morning with us a very crucial Cyber security Document for Government Departments - dealing with information security. I suppose it would be fair, based on his request for comments "RFC", to give a 'hard' look at this document, and generously contribute towards improving it. Personally, one of the things I suppose can be emphasized further in the document would touch on "End point Data Protection".I believe most of the latest blended threats in the cybersphere, seek to exploit weakness on the "user end", and I suggest especially for sensitive Government Data centres to be "watertight" on the "leakage" user end points and also be able to deal with any anticipated threats of "Cyberterrorism" on our national infrastructure. In the document, I'm not sure that I have seen info on government portals, and how best to secure such valuable Interactive websites, some which are very sensitive - such as KRA against hackers, and Denial of Services (DOS) attacks.. I'm not sure, whether the Cyber security policies adopted also, span the entire spectrum of E-government, with a joint Cybersecurity Taskforce in place, or it's left upon each individual govt depts to determine their own Standards, and levels of security..? I would propose the former..
