As for the article, I only had time to skim it but sentences like these make me wonder about the authors: "The iTax platform <https://itax.kra.go.ke/KRA-Portal/> in Kenya has been grossly underused by the public. KRA saw a high number turn out at its offices once the iTax system was operational. Most people did not know how to use the service and they needed assistance. It has now set up customer service centres to help users." The iTax platform didn't work and it was a ham-fisted deployment. Did KRA really just get ahead of the PR problem and convince IDG that this was a user error??? I hope the government continues engaging stakeholders as has been the case in the last ten years, this will help in greater adoption of this electronic services. I was sad last week when i could not get a critical government service because the relevant government website had been hacked. This are issues that can be addressed collaboratively. We are what we are because a couple of years ago we embraced the multi-stakeholder model and worked together and this is the same spirit we should maintain. This is good news. I hope the government continues engaging stakeholders as has been the case in the last ten years, this will help in greater adoption of this electronic services. I was sad last week when i could not get a critical government service because the relevant government website had been hacked. This are issues that can be addressed collaboratively. We are what we are because a couple of years ago we embraced the multi-stakeholder model and worked together and this is the same spirit we should maintain.

The willingness to get the key infrastructure right and continuously re-invent it. Before you build a health-insurance site, you need to look at what key components must exist for such a service to function optimally: signatures, transactions, legal frameworks, and the like. Ultimately, the states that create these kinds of environments will be best positioned to attract the world’s increasingly mobile citizens. What was also inspiring about the Estonia story is the debunking of the notion that with Digitization goes privacy. Estonia's drive to eGovernment is firmly anchored on the premise that the citizen owns his/her information and any government functionary snooping on my data will have to answer why he is doing that.
