Yes a law forcing govt officials to surrender data is good but retraining of civil servants attitude to abandon the colonial era of "Serikali" swahili for Government being synonymous to "Siri-kali" = "Top-Secret" is better. Today, one mays still receive government correspondence inviting you to attend some innocent public ICT meeting but stamped "Confidential" meaning "dont dare open unless..."
