@Ronald I suspect the offline nature of collection of data and biometric information might have resulted in multiple data points in cases of genuine ID number shared between more than one person (how that happens I have no clue) or trying to register more than once. If you ask me, What should have happened is for them to delete all repeating entries, and leave the burden of proof on the registrants. At least the database would at all times then be accurate. There is a tendency among some database designers to avoid setting the "unique" property for database fields other than their system's own auto_increment or otherwise generated primary keys. Am also curious what mechanism is in place to stop me from registering as a voter, first using my passport , then again using my national ID. Anyone? Best regards. @Collins/John, i find such a system as very vital and when some IT professionals design its database like junior high school students, it beats logic....what was so hard in using the id no or passportno as its primary key or better still us a composite key...basic stuff that just makes one wonder when such issues arise in a database of such magnitude. Auto-incrementing the primary key here is suicidal in my opinion. The designer is either a total novice or deserves disciplinary action. National ID numbers are unique. That is why all the e-government systems being implemented use it to identify a Kenyan citizen uniquely. We might be crucify in iebc for something entirely not their doing. That the duplicates have been found and have to be dealt with is likely more a challenge of the system not being real time. I think it is not necessarily a database design issue. I refuse to believe that regardless of competency levels mistakes of that nature would be the case. Arent they supposed to validate your id number by looking at your ID while registering you? The control is that all National ID numbers are unique (same control used in mpesa). The explanation that duplicate national ID registrations came about through data entry errors can only mean that the system failed to implement data integrity checks when committing data to the main database - if the assumption that national ID numbers are unique is valid. The National Registration Bureau people should actually make better use of IT - it is possible to use one's surname as one of the variables in a hash algorithm to GENERATE a unique ID number; this means the wrong number can thereafter never be accepted by the system, which uses a reverse hash algorithm to check input. The technique of hashing is used e.g. in banks to generate bank account numbers. I am suspecting that currently ID numbers are given randomly rather than generated. W. This is another case of wrong database design coupled by lack of form validation (assuming forms are being used obviously). The best way to handle this as Collins has highlighted remove all repeating data at least we will have correct data. I would really like to know who designed/developed the system and process and tests done when deploying the system. Its a good thing IEBC has noticed the issue at this stage rather than during the election day. This begs the question has IEBC done other tests to the like stress testing the system? I suspect the offline nature of collection of data and biometric information might have resulted in multiple data points in cases of genuine ID number shared between more than one person (how that happens I have no clue) or trying to register more than once. If you ask me, What should have happened is for them to delete all repeating entries, and leave the burden of proof on the registrants. At least the database would at all times then be accurate.

The electronic database was not well designed and normalized otherwise it should not have accepted duplicate records at all times. @Joel, Am not defending KPMG but I know folks there who are very qualified and competent to do this audit thing for IEBC. For me the problem lies in the process IEBC may have used in procuring the audit services. They send out an Expression of Interest (EoI) and then selected the winner based on perhaps what the various auditors proposed (IEBC can correct this, since I stand to be corrected) Such a process - beauty contest - is always faced with the risk that the client (IEBC) may end up with what looks 'sexy' rather than what really needs to be done. Perhaps IEBC should have used the Expression of Interest gathered to provide some baseline specs and then factor in the details of what needs to be done in terms of not just auditing the register, but also the processes around it. The improved specification should then have gone out on national and international tender. Focusing purely on auditing the voter register records misses the point since a register can be cleaned today, and soiled tomorrow because the processes, systems and procedures revolving around it may not be strong enough to preserve the necessary integrity. walu. @Alex, Thnx for the update. Always learning from the list. So maybe thats where the problem is. For such an important, critical and public task, am not sure 'Expression of Interest' route provides the expected rigour in terms of the specification of the what is to be done. A National /International tender would have given the public more access to the technical details/specs like:- 'What exactly are the winning Auditors expected to do and how would they do it?'. 'What are the Audit objectives, processes and outcomes going to look like? Do they address the challenges and fears expressed by key stakeholders (politicians, citizens, media, tech community etc) At the moment, such details are not public and so it becomes difficult to measure success of the audit process. Even if KPMG did a good job, it will be difficult to measure that in the court of public opinion since the public is not privy to the details of the task. walu.
