Happy Easter Listers, The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet policy. While the discussions give soft policy outcomes, KIGF is a knowledge-sharing platform that informs and inspires policy actors in both the public and private sectors. The national forum also feeds into the regional and global IGFs through a chain of reporting and representation to the regional and global IGFs to ensure bottom-up Internet policy development processes and a strong link between global and local internet policies. This year’s global IGF will be held in Addis Ababa, Ethiopia. The global IGF theme is ‘*Resilient Internet for a shared sustainable and common future’.* The Kenya IGF theme is aligned to the global IGF theme and will respond to the local context including the upcoming 2022 general election. Thank you Madam Chair / Headmistress 😊, While Election matters might squarely fall under Data Protection & Privacy, due to the upcoming elections and the heat that is already simmering. I think Elections 2022 should be captured as a topic on its own. This will encompass all matters surrounding elections, from fake news, mudslinging etc. I would also suggest that Freedom of the Internet needs to be captured. HI Rosemary Under the topic of "Avoiding Internet Fragmentation", I would like to place some emphasis on the "Open Internet" agenda as relates for the "New IP" proposals by China. I would highlight the related technical and policy issues for Kenya and other African countries. A topic of interest is in open specifications for interacting with government entities using electronic systems. As an example, KRA mandates use of approved ETA systems for VAT: https://kra.go.ke/images/publications/List-of-Approved-ETR-Suppliers--Manufa... Many of these systems transfer information over the internet to a KRA server: https://damitechsolutions.com/incotex-777-kra-tims-etr/ Having an API specification would enable easier integration tax payments into locally produced retail systems. In addition it would enable audit of the specifications for privacy and security. It would also enable companies to provide online accounting, reporting and remittance services, increasing efficiency, reducing compliance costs and still maintaining integrity with a high quality of service.

Dear Listers, I propose a topic on "*E-Learning Post Covid-19*". As we build back better, we should reflect on how covid hampered education and how ICTs came through to "save the day" as it also exposed a clear picture of inequalities on the digital space ranging from digital literacy, access, affordability, security, privacy, attitude just to mention but a few. We can have a panel session with "E-Learning Directors" from higher education, high school and a primary school so they can discuss the challenges they experienced, the solutions they implemented and the way forward.
