Dear Colleagues, Many thanks Abdalla for the detailed response to the issues raised. On a separate note i find it interesting that someone is circulating a document with personal data and using it as a dossier and we don't have a problem forwading the same even though it is full of allegations. I think this is very wrong and should be stopped. Whenever we have genuine concerns, we should be civil enough to respect personal data in cases where it is included in the dossiers, let us not forget that some of the data may belong to customers across the border. I am also hopeful that we will get a similar detailed response on the downtime affecting e-citizen. Barrack, While I understand and appreciate your concerns that allegations had to be addressed and for me I find that asking questions through here often leads to prompt responses rather than reaching out to the organisations concerned. We discuss allegations on here all the time. As for the personal data, that might have been a misstep on my part but I think they were necessary to prove the overall point of the allegations, as Harry's question below proves. @Barrack, Are you contracted as an attorney for KeNIC? The tone of your response seems to castigate some listers whereas this is a forum where people are free to air their opinions freely, unless that changed without my knowledge. Secondly, I think you are wrong to come to the defense of KeNIC. They are capable of doing that themselves. On personal data being passed around, I think it's better to be open about what someone alleges. If anyone feels offended, they can seek legal redress. Just my rebuke of your stand :-) Now that that is off my chest, I think this statement by KeNIC has been concocted. It was done on 24th but could not be released until 26th. It comes out strongly in defense of their staff as not being capable of impropriety. That is subject to interrogation by listers who believe that there has been some impropriety in the process. Now that that is off my chest, I think this statement by KeNIC has been concocted. It was done on 24th but could not be released until 26th. It comes out strongly in defense of their staff as not being capable of impropriety. That is subject to interrogation by listers who believe that there has been some impropriety in the process.
I am still reading the statement, and need to read the previous one again, alongside the one that contains the allegations.

On another note. I hope Kenic are looking into the issue of this data leak. There is a growing concern of sensitive systems being abused from within. Log every user operation even if it is just a read-only activity. And lastly on a general point of advice - always back up the database before any major operation. And for data that is as significant as that which is held by Kenic - backup to even 10 copies and store some offline. Aside from offline backups, we have advanced system backup utilities such as VMWare's live replication and snapshots. With such you can roll back and be live in a matter of seconds. @everyone, I have received the two domains I ended up "winning" in the auction - so from my point of view there has not been a problem. That said the process, details, and fine-print of the process could had been better from Kenic's side. I probably ended up spending around 20hours of work time to make sure I fully understood all the communications/processes so that everything was done correctly from my side. Hey Abdalla, Thanks for the attached response, have gone through it. Some queries still linger:- 1. Why would the second level domain system, supposedly not hosted on the parent system (am assuming hosted elsewhere), cause an outage or cause the main pre-existing database system of third level domains to crash, like what was witnessed. 2. How foolproof, or what measures were taken to ward off rigging or 'defective' bids in the system. A cursory look at the list of bidders, if at all authentic seems to indicate most of those email addresses are foreign, and very few of them on the local . KE domain space. How ironical..? 3. It almost sounds incredulous that one bid reached KES 1,000,0000,038. Would love to look forward to when that gets paid up, please keep us posted.. @Kennedy You got that right. The auction is not connected to the main core registry system. In the scheme of things we ought to commend KeNIC and the CA (Communication Authority) for responding promptly to issues of public interest. This can only improve their engagement and performance in relation to the public. I wish I could say the same regarding the team behind the eCiziten Portal. @Sidney you raised a pertinent issue on possible fraud and leakage. Mine is to ask for clarification from KeNIC on this issue. 1. Was anyone who bid and won a domain denied it and given to someone else? 2. Since we know no system in the world is 100% full proof it would be good to get an assurance from KeNIC on what happens next. @Barrack, I applaud your bringing to attention the privacy angle. I recall getting a call from Kenic a while back. I almost panicked when they mentioned that it was about a domain I had registered. My initial thoughts were along the line that it had been hacked and defaced in a very serious way. To my surprise they were calling to remind me to renew on time. The registrar of my domain(Safaricom) had not even bothered to send me an email or any other kind of reminder regarding the same. And at this point I will add that their cPanel is the most poorly implemented interface that I have interacted with. Completely crap. Anyway, I guess am joining Ali in commending Kenic for the efforts that they are putting in. Going further, perhaps they should consider bringing in a reputable audit firm to help put this matter to rest. It would be a good thing to do in principle and also, the mentioned figures are significant. You got that right. The auction is not connected to the main core registry system.
In the scheme of things we ought to commend KeNIC and the CA (Communication Authority) for responding promptly to issues of public interest. This can only improve their engagement and performance in relation to the public. I wish I could say the same regarding the team behind the eCiziten Portal.
@Sidney you raised a pertinent issue on possible fraud and leakage. Mine is to ask for clarification from KeNIC on this issue.
1. Was anyone who bid and won a domain denied it and given to someone else
All bid winners were communicated to, asked to confirm their interest and follow up by making payments directly to the KeNIC account and send proof of payment to the Finance team. Only 12 domains have been paid for and registered as communicated earlier.
2. Since we know no system in the world is 100% full proof it would be good to get an assurance from KeNIC on what happens next.
All names that have not been paid for will be released for auction and the date of the 2nd auction will be communicated. We are coming up with stringent procedures for the next auction.
@Barrack, I applaud your bringing to attention the privacy angle. There’s zero excuse for someone to peddle a document with personal information the way this document was circulated. Respect of personal privacy is an important matter in today’s world. Even as we wait for a bill to address this I urge us to play a personal role in this and exercise self regulation.

I have been involved in such processes locally and across the border and most often this is the outcome of domain auction processes especially where premium domains are concerned. As is the case in the domain name industry, software is used to conduct auctions once the necessary policies have been put in place. Auctions such as these ellicit global interest including mischievous characters who are a handfull to deal with from a policy and technical perspective. Even the most advanced and technically equipped companies around the world are caught flatfooted from time to time.
