Re: [kictanet] Cambridge Analytica and the Kenyan Elections
A major question for CA to answer is the quantum of voter fluidity in the Kenyan ecosystem. That is; what is the likelihood that there is an actual swing vote in Kenya? Are these swing voters online and on social media? The two major political groupings draw their support from what seem to be unmovable, unwavering and unquestioning bases. This is largely because of the central organising question of our politics around ethnic nationalism. As such, the exasperated voter in the middle is likely to be voting for a fringe candidate, or not voting at all. In this climate, who will CA be targeting with their psychometrics? The two major political groupings draw their support from what seem to be unmovable, unwavering and unquestioning bases. This is largely because of the central organising question of our politics around ethnic nationalism. As such, the exasperated voter in the middle is likely to be voting for a fringe candidate, or not voting at all. In this climate, who will CA be targeting with their psychometrics?

This is largely because of the central organising question of our politics around ethnic nationalism. As such, the exasperated voter in the middle is likely to be voting for a fringe candidate, or not voting at all. In this climate, who will CA be targeting with their psychometrics?

Certainly exciting times ahead! Any serious contender should actually have been mining since 5 years ago in preparation. As the end of one election is the start to the other. This raises IG issues on how much users are involved in determining how (and whether) their digital footprint is used (or not). How far does legislation stand for the users or it is market forces and fate? Have a blessed day.

There is enough digital data in this country to tip an election. With over 6 million Facebook users (Maybe the FB team on this list can verify it), with our own version of fake news and negative websites going up both for and against the incumbents and the opposition, with Kenyans being one of the most digitally savvy in the continent the stage is set for interesting times.
One thing is for sure - We have enough digital data in this country to tip an election.
We are now mainstream digitally. Fact.
Oh..And NASA also has the equivalent of CA on their side. :-) So this is evenly matched when it comes to digital arsenals. All I can tell you guys is this:-

Add to this other geo-political factors at play - it's muddied indeed.
It's a mercenary like approach, that employ psycho metric data-driven warfare to a deadly effect as opposed to traditional data-driven analytics that should majorly factor in and be driven in part by the socio-economic welfare of the audience. Instead this seems to have evolved quickly into scare mongering tactics that leverage data mining(ethical and unethical) to appeal to and incite the target audience's worst instincts. This should be shunned ..

@Douglas and all, It will be interesting to understand what other factors (apart from ethnicity) tip an election at national level in Kenya. Is the middle class vote going to count? So keyboard warriors have a significant effect afterall @Coach, I am reading comments about the upcoming presidential debates and my conclusions is that people have already made their decisions and the debates are for other purposes. Would data really help to pull voters heartstrings?

There is lots of things that existing data, however scant can do. Individual voter data (or lack of it), but most important will be cluster, behavioral data and good old mobile neural networks. Cluster data + behavioral can help someone a big deal - such as voter register (after clean up) + voting patterns and prevailing attitudes. Voters are expected to think in linear manner. We can expect the last moments of campaigns to be very crucial. Fake news (Comey-ish) to build selective apathy esp for presidential and also creative and self-incriminating propaganda (Waititu vs Kabogo type). Douglas, You are most probably right about the tribe factor (unfortunately)... What, however, changes the equation is voter turnout from these various tribes. Whoever gets their regions / tribes to vote enmass or suprresses their opponents voters from voting wins! This same (SCL/CA) team is the one responsible for advising TNA/URP to use the ICC Card in 2013 to whip their regions to vote. You could argue it worked out perfectly for them.

The digital divide is multidimensional: gender, education, location, age, income etc determine who has access to the digital world. The nature of the gender gap in access in particular is staggering: those online are more likely to be male, young, educated, and living in urban areas, and those offline are categorically female, older, and illiterate. The less explored digital divide is the gender gap in the online population: there are far fewer women online than men. Moreover, the level of access men and women enjoy is determined by the cost of data plans they can afford. Lets not kid ourselves, mobile broadband penetration was only 11% in 2015 according to WB. The next elections will be determined (as always) by the offline market and those in the informal economy. The same report says 20% of women in urban areas are connected to the internet. The problem with psychometric analysis on social media in KE is my 21 year old niece is Uni uses my posts, pics as her own - and well this is not unique to her. In the US I could tell where one was leaning by where you eat, work, age, hobbies education status etc. In Kenya well - purely your name will betray you as we were once told.
