During the campaigns for the 2013 presidential elections, President Uhuru Kenyatta and his deputy William Ruto adopted a manifesto that hinged on a narrative of digital transformation that eventually got the two elected. At the time, the two candidates told young voters that the existing crop of leaders was out of touch with the needs and aspirations of digital natives - young people under 25 who grew up in an age when smart phones, the internet and social media were becoming mainstream - and that they were best-equipped to drive a digital economy. Half a decade later and the narrative of a ‘digital government’ is quickly unraveling.
