This is quite sad. Courts should generally be a last resort. Locally funded community driven organizations seem to be difficult to develop in Africa, many are quite weak. Perhaps documenting good examples of strong organizations (ideally in Africa, but also other parts of the world where income is not high) is a good starting point. AFRINIC seems to have a lot of infighting, and long term participation requires financial resources that usually only large companies or governments can provide. Much of the participation is driven by telecommunication companies, which is different from other parts of the world. Part of the problem may be that not enough discussion is open and subject to external inspection. This allows creation of community norms and enables easy compliance. Maybe it is worth comparing with LACNIC? Should KICTANET and other organizations participate? The communications authority does not seem to play an active role, but perhaps should.
I worked at AFRINIC and I should say the problem started when the company reclaimed some IPV4 resources held by some Asian company with deep pockets. The Asian company has employed all sorts of tactics, including of course going to court, to challenge the decision which has frustrated the work of AFRINIC. It is such a sad state of affairs. The worst case scenario is that it is taken over by another RIR which means the resources will not be managed by Africans for Africans. George You are on point. What surprises me more than anything else is the silence of ALL AFRICAN GOVERNMENTS in the unfolding event. A Chinese National, hiding behind a Seychelles based company employing Africans is behind this fiasco. I have just one question for all of us - What is wrong with us? Hopefully much of AFRINICs work can move online. This would significantly reduce participation cost (both time and money). IETF does well for this - participation of companies such as Huawei in this has been of very high quality. Some of the behavior in online AFRINIC meetings and mailing lists has been very disappointing. Many of the governments are elected, but the citizens probably do not know enough to hold them to account and/or have more immediate concerns. These are the countries likely to exert most pressure to get things resolved. Interesting and informative conversation and what a fascinating piece about technocolonialsm. When I read the first posts about Afrinic, my first thought was "decolonization of the Internet" but since I do not know much about the complexity of managing this global resource, I decided to instead learn from the thoughts being shared. As a fan of history, this piece on technocolonialism brings to mind the history of the Internet. It begun in the "global north". This is quite sad. Courts should generally be a last resort. Locally funded community driven organizations seem to be difficult to develop in Africa, many are quite weak. Perhaps documenting good examples of strong organizations (ideally in Africa, but also other parts of the world where income is not high) is a good starting point. AFRINIC seems to have a lot of infighting, and long term participation requires financial resources that usually only large companies or governments can provide. Much of the participation is driven by telecommunication companies, which is different from other parts of the world. Part of the problem may be that not enough discussion is open and subject to external inspection. This allows creation of community norms and enables easy compliance. Actually if we dont have a plan to fix Afrinic, the continental IP resource management may go back to the developed North. I still remember trying to get an IP address for my then KCCT college way back in 1999 - and I had to personally negotiate with one tough techie based in the US. We had to technically convince him to 'donate' some IP numbers to some remote 'african' network. I have been seeing some videos on the Internet attributed to an organization that is domiciled in Kenya which has a lot of interest in this matter. It might be a good idea for us at KICTAnet to convene a Kamukunji to appraise ourselves on the going ons and move towards a rough consensus on an amicable solution to the impasse. This is quite sad. Courts should generally be a last resort. Locally funded community driven organizations seem to be difficult to develop in Africa, many are quite weak. Perhaps documenting good examples of strong organizations (ideally in Africa, but also other parts of the world where income is not high) is a good starting point. AFRINIC seems to have a lot of infighting, and long term participation requires financial resources that usually only large companies or governments can provide. Much of the participation is driven by telecommunication companies, which is different from other parts of the world. Part of the problem may be that not enough discussion is open and subject to external inspection. This allows creation of community norms and enables easy compliance. Maybe it is worth comparing with LACNIC? Should KICTANET and other organizations participate? Hopefully much of AFRINICs work can move online. This would significantly reduce participation cost (both time and money). IETF does well for this - participation of companies such as Huawei in this has been of very high quality. Some of the behavior in online AFRINIC meetings and mailing lists has been very disappointing. Many of the governments are elected, but the citizens probably do not know enough to hold them to account and/or have more immediate concerns.

The larger dilemma surrounds the court cases, all in Mauritius that have resulted in this impasse. Afrinic , being a member organisation with membership from across the continent, can choose to relocate itself from Mauritius, to some other location, All cases will die, and that Chinese man will have to come for adjudication on that small matter in a different jurisdiction….. What members do with this information…..

This is quite sad. Courts should generally be a last resort. Locally funded community driven organizations seem to be difficult to develop in Africa, many are quite weak. Perhaps documenting good examples of strong organizations (ideally in Africa, but also other parts of the world where income is not high) is a good starting point. AFRINIC seems to have a lot of infighting, and long term participation requires financial resources that usually only large companies or governments can provide. Much of the participation is driven by telecommunication companies, which is different from other parts of the world. Part of the problem may be that not enough discussion is open and subject to external inspection. This allows creation of community norms and enables easy compliance. Maybe it is worth comparing with LACNIC? Should KICTANET and other organizations participate?
