Reviewing Kenya ICT Board Performance- You can write a guest post

Some days back, I visited the ICT Board to chat with Victor Kyalo about the digital villages project. I remember when I wrote about the launch in 2008, there was so much hype and I wanted to find if the hype was still there. I found that there has been challenges, from recipients buying cars, investing in other things to success. I also found out one nice thing; women recipients showed more commitment, which was good for women in ICT. I must admit that lending people Ksh 800,000 to 2 million is a great idea but if the business case isn't proven, you cant blame the people who felt it was better to buy a car for public image, or even to operate as a taxi. Why wouldn't such loans be given to thriving businesses that lack capital to finance projects? You can imagine Victor gave me a long winding answer that seemed to say that such a project is in the offing. I am writing a review of the board's performance in the various areas, according to my knowledge and experience. If you have views of how the board has performed, whether positive or negative, please share by giving me a blog post. I gave Paul Kukubo and his team a chance to write weeks ago but he declined or is yet to keep his promise or (insert your excuse here). Topics that come to mind: 1. BPO 2. Chipuka 3. During the last seven years that I have worked here, I have learned a lot from you all. I could not have benefited from the learning experience without your constant support, criticism and encouragement. If I have to do it all over again, I would not change anything to perform my duties well. In my position as Permanent Secretary, I have gained considerable knowledge and thus I shall always cherish this, as one of the most satisfying phases in my career. Further, I have shared a special bond with all of you both virtually and in reality. I shall take away with me special memories of our time together. I remain committed to ideals of Kictanet and would remain active in its deliberations. I must admit that I may have underestimated the amount of pressure there is to aspire for a job. There are politicians from my county trying to create a wedge between myself, Dr. Matiangi and Hon. Nyachae. Others from other parts of the country can be summed as extortionists and possible toll collectors at every level. While I was in Standard 7, Dr. Matiangi had just started standard 1 at Manga Primary School. His sister Margaret was my classmate. I have known him as an honest person and devout Seventh Day Adventist. He has an impeccable record of integrity having served in several governance programs. That is the paradox in this new constitutional dispensation under which we live … where ethnic and gender balance are considered alongside professional qualifications, experience and integrity. @ Ndemo, You will go down as one of the few PS who opened up Government at at time when Government Ministers and Permanent Secretaries had no time to entertain non-government actors (like most listers here :-). I doubt any big shot in Govt would have been humble enough to take in their stride both the criticism and compliments from the grassroots as you have done. Eng. Rege before you started this type of culture and I am glad you took it to the next level. I doubt any big shot in Govt would have been humble enough to take in their stride both the criticism and compliments from the grassroots as you have done.

+1 Under your stewardship, the ICT sector has seen growth in leaps and bounds. We've also seen the opaque nature of govt discarded and stakeholders invited to transparent deliberations. I can only thank you for your contribution to society. I will one day nominate you to one of the many Halls of Fame when the right one presents itself. Please allow me to sleep and share that funny dream Alice has - that you get to take the mantle at the Ministry that handles KPLC. I remember the CS said something about power (the "power" represented by the "P"). Having you there would be great, but I can only wish you well in dealing with the "vested interests". We'd surely love to have reliable power in this country, even if it still remains expensive. Children born in certain parts of the world only know what a blackout is theoretically from the books. Even their teachers can only simulate a blackout using a switch and curtains while in KE, my 2-year old daughter can already explain to you what a blackout is. Listers, It is an open secret that my departure from the Ministry of Information and Communications is imminent. As seconds, minutes and days tick by; I take this opportunity to bid you all farewell.
During the last seven years that I have worked here, I have learned a lot from you all. I could not have benefited from the learning experience without your constant support, criticism and encouragement. If I have to do it all over again, I would not change anything to perform my duties well. In my position as Permanent Secretary, I have gained considerable knowledge and thus I shall always cherish this, as one of the most satisfying phases in my career.
Further, I have shared a special bond with all of you both virtually and in reality. I shall take away with me special memories of our time together. I remain committed to ideals of Kictanet and would remain active in its deliberations. I must admit that I may have underestimated the amount of pressure there is to aspire for a job. There are politicians from my county trying to create a wedge between myself, Dr. Matian’gi and Hon. Nyachae. Others from other parts of the country can be summed as extortionists and possible toll collectors at every level. I shall however, take the interview on Thursday and if fate has it that I shall once more serve my country then I shall proudly do so.
It is now my singular honour to introduce Dr. Fred Matian’gi, our Cabinet Secretary nominee whom I have had the privilege of knowing for the past many years. While I was in Standard 7, Dr. Matian’gi had just started standard 1 at Manga Primary School. His sister Margaret was my classmate. I have known him as an honest person and devout Seventh Day Adventist. He has an impeccable record of integrity having served in several governance programs.
Dr. Matian’gi is a fast learner and has extensively published. We taught at University of Nairobi together and his record as a lecturer was faultless. We simply have a great mind to steer our sector. I want to take the earliest opportunity to wish him the best. Although Dr. Matian’gi is a good friend, it will not be practical for us to work together. The constitution demands diversity. We shall create fodder for politicians to drive further wedge between us. I have chosen friendship and will look for alternative areas to serve my country.
Let me therefore wish each one of you the very best in all of our future endeavors.

Dear Daktari, I want to echo what Walu has said about you regarding openness and accessibility. You have been very open to listen and engage with everyone in the sector. We knocked on your door many times to engage with you regarding the issues that mattered to us in our respective points of view, and you were always ready to listen and share your thoughts. What really impressed me was the fact that you were even more ready to engage the industry than your juniors. You rarely missed an IT event that you were invited to (I guess unless it was a Saturday, and now I see why). You never forgot to reply to an email and to follow through. Most of your peers in the public service at your level and even lower find it difficult or demeaning to have this level of engagement. Kudos for that. You have done many good things for the industry and for the country. These will become clear many years from now. I wish you had embraced open source software more in your strategies. But again, there are always competing interests and history will be the judge. One thing that I have learnt myself is that it's never an easy thing to be a visionary. That's why many of the initiatives that you created were seen in some quarters as castles in the air. I will forever remember an official in your Ministry who accused those of us advocating for the Government to embrace open source software as dreamers who thought they could change the world. We still believe that Kenya will not become a top IT destination by implementing software and technology made by others, but by becoming a creator of software for use locally and for export. This is an economic fact that will not change any time soon. All in all, thank you very much for your service to our industry and we wish you well wherever you go. My advice, put up a good fight, and it at the end of it all another candidate is chosen, you can rest assured that you did your best (as you have been known to do) and move to other things with a clear conscience. I doubt any big shot in Govt would have been humble enough to take in their stride both the criticism and compliments from the grassroots as you have done.

Listers, It is an open secret that my departure from the Ministry of Information and Communications is imminent. As seconds, minutes and days tick by; I take this opportunity to bid you all farewell.
During the last seven years that I have worked here, I have learned a lot from you all. I could not have benefited from the learning experience without your constant support, criticism and encouragement. If I have to do it all over again, I would not change anything to perform my duties well. In my position as Permanent Secretary, I have gained considerable knowledge and thus I shall always cherish this, as one of the most satisfying phases in my career.
Further, I have shared a special bond with all of you both virtually and in reality. I shall take away with me special memories of our time together. I remain committed to ideals of Kictanet and would remain active in its deliberations. I must admit that I may have underestimated the amount of pressure there is to aspire for a job. There are politicians from my county trying to create a wedge between myself, Dr. Matian’gi and Hon. Nyachae. Others from other parts of the country can be summed as extortionists and possible toll collectors at every level. I shall however, take the interview on Thursday and if fate has it that I shall once more serve my country then I shall proudly do so.
It is now my singular honour to introduce Dr. Fred Matian’gi, our Cabinet Secretary nominee whom I have had the privilege of knowing for the past many years. While I was in Standard 7, Dr. Matian’gi had just started standard 1 at Manga Primary School. His sister Margaret was my classmate. I have known him as an honest person and devout Seventh Day Adventist. He has an impeccable record of integrity having served in several governance programs.
Dr. Matian’gi is a fast learner and has extensively published. We taught at University of Nairobi together and his record as a lecturer was faultless. We simply have a great mind to steer our sector. I want to take the earliest opportunity to wish him the best. Although Dr. Matian’gi is a good friend, it will not be practical for us to work together. The constitution demands diversity. We shall create fodder for politicians to drive further wedge between us. I have chosen friendship and will look for alternative areas to serve my country.
Let me therefore wish each one of you the very best in all of our future endeavors.

I am with you @Brian. I don't believe Dr. Ndemo's argument that being from a certain region, he cannot be in the ministry. Shallow balkanization. That colonial mindset is what my President Uhuru Kenyatta fought, when some forces argued that it would not be prudent to have two presidents back to back from the same region. The guidelines promote the use of free softwares and open source in French ministries. M. While at NCST (it has been upgraded to National Commission for Science, Technology and Innovation) you were the 1st PS who saw clearly the need to merge ICT Parks (under MoI&C), Science & Technology Parks (under MoHES&T), Industrial and Business Parks (under MoI and MoT) etc. as contained in the Medium Term Plan (2008 -2012). Seeing Konza Techno City come up, I have to state that as an advisor (role of NCSTI) it gave most of us satisfaction that there were those like you ready ....as late Thomas Sankara said “You cannot carry out fundamental change without a certain amount of madness. In this case, it comes from nonconformity, the courage to turn your back on the old formulas, the courage to invent the future. It took the madmen of yesterday for us to be able to act with extreme clarity today. I want to be one of those madmen. If you were not there during those baby steps in 2008 the script would be different today. Where you go next will not deter your spirit of daring where other are not ready to tread. I remember when I moved to energy you introduced me to 'if you build it, he will come' philosophy from Field of Dreams. Sadly we still have the aim of 18,000 MW of electricity goal by 2030 in our Least Cost Power Development Plan see http://www.erc.go.ke/erc/LCPDP.pdf while KAM has clearly stated that in Kenya, over 60% of generated energy into the national grid is used in manufacturing enterprises. Kenya currently generates about 1,400 MW. Additional capacity in the pipeline could increase this by 500MW in the next 3 years if projects are implemented on time. But this is not enough. It is prudent therefore that any energy policies that are proposed must be aligned to the industrialization policies as well as Kenya’s Vision 2030 if we are ever to unlock our over dependence on imported goods. It is estimated that Flagship projects outlined in Vision 2030 will require an estimated 42,700 MW, meaning we need a lot of investment to be energy secure. Listers, It is an open secret that my departure from the Ministry of Information and Communications is imminent. As seconds, minutes and days tick by; I take this opportunity to bid you all farewell.
During the last seven years that I have worked here, I have learned a lot from you all. I could not have benefited from the learning experience without your constant support, criticism and encouragement. If I have to do it all over again, I would not change anything to perform my duties well. In my position as Permanent Secretary, I have gained considerable knowledge and thus I shall always cherish this, as one of the most satisfying phases in my career.
Further, I have shared a special bond with all of you both virtually and in reality. I shall take away with me special memories of our time together. I remain committed to ideals of Kictanet and would remain active in its deliberations. I must admit that I may have underestimated the amount of pressure there is to aspire for a job. There are politicians from my county trying to create a wedge between myself, Dr. Matian’gi and Hon. Nyachae. Others from other parts of the country can be summed as extortionists and possible toll collectors at every level. I shall however, take the interview on Thursday and if fate has it that I shall once more serve my country then I shall proudly do so.
It is now my singular honour to introduce Dr. Fred Matian’gi, our Cabinet Secretary nominee whom I have had the privilege of knowing for the past many years. While I was in Standard 7, Dr. Matian’gi had just started standard 1 at Manga Primary School. His sister Margaret was my classmate. I have known him as an honest person and devout Seventh Day Adventist. He has an impeccable record of integrity having served in several governance programs.
Dr. Matian’gi is a fast learner and has extensively published. We taught at University of Nairobi together and his record as a lecturer was faultless. We simply have a great mind to steer our sector. I want to take the earliest opportunity to wish him the best. Although Dr. Matian’gi is a good friend, it will not be practical for us to work together. The constitution demands diversity. We shall create fodder for politicians to drive further wedge between us. I have chosen friendship and will look for alternative areas to serve my country.
Let me therefore wish each one of you the very best in all of our future endeavors.

Dr. Ndemo, I am following this thread from Windhoek and I wish to add that It has been during your time at the ministry, that I do think most development partners found the Ministry of Information and Communications as their line ministry, most accessible, a vibrant ministry great to work with and I have faith that the pace you have set will be accelerated by the new management coming on board. Your active participation in this list has been outstanding and through it, we did manage to pick your brains and line of thought on many issues concerning your vision for the information and communication sector in this country, and this helped greatly in aligning and planning our activities in support of the sector. It is also during your time and with your support, that Kenya worn the Global UNESCO Rural communication prize in 2012, the support and partnership during the ICT policy process, support to World press freedom day commemorations among others are a few of the many areas we managed to score as a development partner, through your support. Like everyone else in this list has said, I am too sure of one thing, that this current government will indeed make good use of your unique brains, energy and enthusiasm in taking our great country to the next higher economic level. When we started the Kenya Society for Business Process Outsourcing and Contact Centre Society you were always handy to support with logistics than enabled us expand membership and eventually when Kenya ICT Board was inaugurated and it continued from where you handed them the baton, we now have Kenya's BPO/ITeS Society - doITinKenya. If you were not there during those baby steps in 2008 the script would be different today. Where you go next will not deter your spirit of daring where other are not ready to tread. I remember when I moved to energy you introduced me to 'if you build it, he will come' philosophy from Field of Dreams. Sadly we still have the aim of 18,000 MW of electricity goal by 2030 in our Least Cost Power Development Plan see http://www.erc.go.ke/erc/LCPDP.pdf while KAM has clearly stated that in Kenya, over 60% of generated energy into the national grid is used in manufacturing enterprises. Kenya currently generates about 1,400 MW. Additional capacity in the pipeline could increase this by 500MW in the next 3 years if projects are implemented on time. But this is not enough. It is prudent therefore that any energy policies that are proposed must be aligned to the industrialization policies as well as Kenya’s Vision 2030 if we are ever to unlock our over dependence on imported goods. It is estimated that Flagship projects outlined in Vision 2030 will require an estimated 42,700 MW, meaning we need a lot of investment to be energy secure. During the last seven years that I have worked here, I have learned a lot from you all. Others from other parts of the country can be summed as extortionists and possible toll collectors at every level. I shall however, take the interview on Thursday and if fate has it that I shall once more serve my country then I shall proudly do so.
It is now my singular honour to introduce Dr. Fred Matian’gi, our Cabinet Secretary nominee whom I have had the privilege of knowing for the past many years. While I was in Standard 7, Dr. Matian’gi had just started standard 1 at Manga Primary School. His sister Margaret was my classmate. I have known him as an honest person and devout Seventh Day Adventist. He has an impeccable record of integrity having served in several governance programs.
Dr. Matian’gi is a fast learner and has extensively published. We taught at University of Nairobi together and his record as a lecturer was faultless. We simply have a great mind to steer our sector. I want to take the earliest opportunity to wish him the best. Although Dr. Matian’gi is a good friend, it will not be practical for us to work together. The constitution demands diversity. We shall create fodder for politicians to drive further wedge between us. I have chosen friendship and will look for alternative areas to serve my country.
Let me therefore wish each one of you the very best in all of our future endeavors.

Thank you Rebecca for this initiative. I wonder whether the ICT board will be conducting its own evaluation and how this can feed into their process. Peer reviews are valuable not only to stakeholders involved but also in informing future decision making processes. Best Alice
Some days back, I visited the ICT Board to chat with Victor Kyalo about the digital villages project. I remember when I wrote about the launch in 2008, there was so much hype and I wanted to find if the hype was still there. I found that there has been challenges, from recipients buying cars, investing in other things to success. I also found out one nice thing; women recipients showed more commitment, which was good for women in ICT. I must admit that lending people Ksh 800,000 to 2 million is a great idea but if the business case isn't proven, you cant blame the people who felt it was better to buy a car for public image, or even to operate as a taxi. Why wouldn't such loans be given to thriving businesses that lack capital to finance projects? You can imagine Victor gave me a long winding answer that seemed to say that such a project is in the offing. I am writing a review of the board's performance in the various areas, according to my knowledge and experience. If you have views of how the board has performed, whether positive or negative, please share by giving me a blog post. I gave Paul Kukubo and his team a chance to write weeks ago but he declined or is yet to keep his promise or (insert your excuse here). Topics that come to mind: 1. BPO 2. Chipuka 3. Ease of doing business, how has the board improved government processes in the last six years? 4. Tandaa grants 5. Pasha 6. Silicon Savannah/ Silicon Kelele, depending on which side you are 7.
