Within the background of the upcoming Regional ICT for Development (ICT4D) Workshop on Monday 19th May 2008, KICTAnet is pleased to announce a 10day Online deliberation on the following topic: 'What Role is Civil Society, Private and Public Sector Playing in ICT4D?' The eDiscussion and the face-2-face workshop will simoultaneously kick off on Monday 19th and we hope to have an interesting cross-pollinated engagement. The Objectives and Program outline for the eDiscussion is given below and shall be co-moderated by Walu and Leonard Mware. The Objectives of the Study include: Understand the terminologies and define the Key Stakeholders (Civil Society, Private and Public Sector) Investigate exsiting Policy frameworks that informs Stakeholders activities in ICT4D Appraise Civil Society activites, motives and challenges with regard to ICT4D Appraise Private Sector activites, motives and challenges with regard to ICT4D Appraise and take stock of Public Sector activites, motives and challenges with regard to ICT4D Investigate existing and possible models for PPP within the context of ICT4D The general progam outline is given below. Thanks for returning to the fray, Walu. The term Civil Society is used in different ways. At its broadest it can mean all non-state actors, from NGOs to private sector (including the media) to faith and community based organisations. But it is often used merely to refer to groups like human rights activists or peace-builders. As far as PPPs are concerned, here we are talking about the public and private sector working together towards common goals. In the last decade or so PPPs have gathered pace, with the intensified efforts of organisations such as FKE and KAM, and with the emergence of KEPSA as the private sector umbrella body. Government too has been increasingly reaching out to the private sector, in the spirit of what can be called constructive engagement. But PPPs can also mean the institutional bodies that drive eg large scale infrastructure development, such as the undersea cable. Over to others for more (or different!) Thanx Mike for your quick and precise definitions...I found that your thinking does match the understanding from good old Wikipedia, http://en.wikipedia.org/ and I quote below. Civil society: refers to the arena of un-coerced collective action around shared interests, purposes and values., Private Sector: is that part of the economy which is both run for private profit and is not controlled by the state. Public Sector:part of economic and administrative life that deals with the delivery of goods and services by and for the government, ICT4D: refers to the application of Information and Communication Technologies (ICTs) within the field of socio-economic Development.
