if the Government becvomes a user of private networks then it is easy to build a business case even to the remote corners of the country!

Private sector led ICT infrastructure development/ownership, where they do most of the "heavy lifting" in terms of investment required is a good staring point. It will lower access costs, etc etc but would this model bring benefits to underseved/unreached rural communities for example???
Given the challenges we have faced and the importance of access to vital public services and locally relevant content, a variety of models must be explored. One that does not give undue favouritism to private sector or government rather one that suits the people of Kenya and subscribes to the principles of open access while ensuring that ICT policy is linked to poverty reduction strategies and development goals. This would also mean creating connections between e.g. universal access measures, initiatives aimed at delivering services, and poverty alleviation enabled by ICTs.
Agree with Mucheru, that a management/governance model/vehicle needs to be developed to ensure fair play, accountability and responsiveness to citizen needs and input.
