Is there a single "EA voice" on IG issues? I understand the notion of having a EA policy framework coming out of the EAIGF. That is a very powerful role for the EAIGF indeed. My objection is mainly that we seem to think in terms of nation states as the basic unit of IG policy making. From my experience, that is not the case, and I oppose any attempts to make it so. thanx for your observations. i think what Vincent meant was the bigger picture which is that for our issues to be 'felt' or 'heard' at a global level, it counts to speak as a Region.
And so according to me one major outcome from the ongoing meeting is to learn from each other and arrive at what you might call an E.African view/position on the various burning issues under CyberSecurity, Domain mngt, Infrastrucutre (e.g. undersea cable), Local Content, etc.

Can you clarify this please? AFAIK, the IGF is NOT a negotiating body.
Our output could be an "input" for discussion, but there is no process or way to negotiate anything at the IGF (which has, after all, no "authority" to compel anyone to behave in a certain way).
