This is sheer madness! We already have legislation (unconstitutional at that) requiring licensing of any kind of research (Science, Technology and Innovation Act of 2015, Article 12). Was this new dispensation aimed at regulating every liberty we have even those that are natural? Regulation always opens the door for bureaucratic abuse. This stinks of the same colonial attitude that prevented indigenous people from growing cash crops.
