Hi, As we console all those who where affected by the happenings at the Westgate Mall over the weekend do we remain blameless as an industry? Regards Robert Yawe KAY System Technologies Ltd Phoenix House, 6th Floor P O Box 55806 Nairobi, 00200 Kenya Tel: +254722511225, +254202010696
Yawe, That is a loaded question that may elicit varied responses. 1. Is the industry responsible for the gadgets used to scan people as they enter Malls and such like places? 2. What kind of technology is hence required to enhance the efficacy of the metal detectors? I have heard that they only detect such things as car keys...? 3. Would a full body scanner such as those found in airports suffice? 4. Can the industry pass legislation requiring all buildings have these body scanners? 5. In the Westgate case (condolences to all affected), what technology can be used in the event that gunmen walk in shooting??? Food for thought On 23 Sep 2013 08:31, "robert yawe" <robertyawe@yahoo.co.uk> wrote:

The issue here is not about scanning - the mall was stormed by a group of heavily armed gunmen. Most security measures are insufficient here - unless you also had a group of heavily armed police to counter such an attack at the mall. On Monday, 23 September 2013, Wambui Kamuiru wrote:

We cannot beat ourselves too much. This disasters happen world over. Just last week, a gunman opened fire at the Washington Navy yard killing 12people. We see attacks in Israel, Nigeria, and India. What might have failed us is intelligence agencies. Since Kenya has tight gun and small weapons control than the developed world, it should be hard to transport heavy weapons all the way to Westlands. But we have seen previously crooks bribe their way through road blocks in the Garissa Nairobi highway which is the major conduit for weapons.
From the organisation of the Westgate gang, you can imagine the kind of funding they had to compromise our security systems.
The solution is not full metal detectors (which by the way cannot stop any gunman), but covert operations to wipe out radical groups. -- ______________________ Mwendwa Kivuva twitter.com/lordmwesh kenya.or.ke | The Kenya we know
I tend to agree with Dennis on this. I don't think we should beat ourselves around the mall security specifically. From what I read, the attackers shot their way in. The aspect we need to focus on and that needs to be a major concern is: These people transported weapons and went past police checks bribing security officers/agents (according to messages on their twitter handles yesterday) and made their way to this mall. Security at the malls (and many other premises in Kenya and outside Kenya) assumes that these other security systems are functioning. The entry made to the mall is not much different from how they went in to the US Embassy in 1998 (forced entry). Then again, these are personal views. I could be wrong. Yes we have failed the nation because we are all human beings and nothing even that technology we pride in is perfect. Where is the scribe? Where is the debater of this age? Has not God made foolish the wisdom of the world? <http://biblehub.com/1_corinthians/1-21.htm> 21For since in the wisdom of God the world through its wisdom did not come to know God, God was well-pleased through the foolishness of the message preached to save those who believe.… Dr. J. Yes, it was a loaded question and as we morn let us not let the lesson be lost on how we could have been better prepared if not to stop the perpetrators but additionally to reduce the casualties. 1. How did 15 or 20 armed men travel from where they where staying to the Mall without being noticed? Dark tinted windows which our leaders have kept fighting to retain, I have noted that all CS vehicles have total blackout tint yet the presidents car does not. In addition we are busy installing obsolete surveillance equipment on our highways to give a perception of security, I hope those cameras will be able to pick up, in machine readable format, the registration numbers of vehicles. 2. If someone had noticed the terrorists getting into the cars with the fire arms or as they drove along the various roads, note that they had long bore guns not hand guns that could fit under the chairs, which number would they have called to report what they had seen? A court order was issued requiring the police service to re-establish the 999 service which to date is being done in a rudimentary manner the meantime every police post, station and toll station has a different mobile number. 3. As the attack was in progress was there any way to notify those who were inside and in the vicinity? No, because our selfish mobile providers and so called privacy experts insist that giving the government cross network access is infringing on our basic human rights. The British government has finally decided that all that is hog wash and are implementing a location based solution that will not send me alerts about traffic on Uhuru Highway yet I am in Dondori (http://www.computerworlduk.com/news/public-sector/3469086/government-to-test...). If we do not want to give the service to the government then maybe they would be willing to provide it to the Red Cross, they where one of the first groups on site. 4. Thugs have learned to first neutralise CCTV storage equipment after raiding a premises what is the option? With all this noise about high speed broadband and cloud storage can the mobile service providers offer a special package allowing for realtime cloud storage of the captured information. I am sure many of you out there can think of many other technology solutions that can mitigate against future similar attacks and the time to have them implemented is now not tomorrow, the stripping down required at international airports was implemented soon after 9/11 any delay would have made it impossible to do as consumer organisations would have had time to go to court. Racist travel advisories will be issued but business in Kenya will continue with more objective partners. About two years ago, a senior immigration officer explained to me the organizational systems to contain the current situation "with evil foreign elements" existed in Kenya, well over 20 years ago. Instead, we ignored existing governance systems and sold out in the early nineties. He noted, we have smart youth who have grown up in Kenya, who come for passports without proper identification papers after schooling in institutions like Starehe. Their parents are not truly Kenyan, and the youth are torn between Kenya and other nations. As for the police, let us not forget, it is 15 years now, since there was a terrorist attack of this magnitude in Kenya. They just need to be better equipped. Earlier this year, some police at the station with closest access to Westgate, told me we need to plead with local and national leaders to prioritize upgrading their living conditions and equipment so they can work better. https://plus.google.com/107276446818871897324/posts/Xok4HQg7VPT At this police station there is one rarely operational vehicle. Can Grace and Walu please organize for KICTANET/Tech Enterprenuers to meet with top Security Officials? There are sensitive issues that cannot be noted on a public mailing list such as this. There are parties (e.g. Walu) on KICTANET who are not involved in bribing for business. We need these kind of people for more transparency.

At this police station there is one rarely operational vehicle. The way to improve security is increased transparency by us all.

Robert, There is absolutely nothing anybody will have done with ICTs after the terrorists stormed the Mall. All IT gadgets worked properly. CCTV footage is there and was aired on TV yesterday. The screening askaris had no chance since the assailants forced their way in. Perhaps what we need is more research to mount a camera on a fly (inzi) with night vision to fly carefully within the terrorist hideout and establish strategically on how to respond. Some flies could be loaded with sleeping gas to put assailants to sleep. Drones do scan the horizon giving military advance knowledge of the terrain. Right now we should spend a few minutes to praise our uniformed forces. They did a commendable job. In bitterness I am still proud to be Kenyan. Ndemo.

@Daktari, It is a little difficult to respond when you pull out the patriotism card but that has never been reason enough to keep me quiet. I will first digress, if there was a viral epidemic that killed within a few hours of infection would your advice be for us to wait it out or while curative measures where going on would you also have preventive measures being carried out simultaneously? The KDF are carrying out the curative activity we should be working at preventive measures and having askaris ask people to leave their ID cards at the reception as they enter buildings such as at TelePosta Building does not count. What I want to prevent is the return to lethargy, that we are so famous for, which will creep in soon after the dust settles, what I am doing is throwing stones in the dark to ascertain if there is anyone out there and it seems there is as I got you typing. I suspect your appearance has something to do with tinted windows on government vehicles do not worry I do not hold it against you it seemed like part of the JD. Like with the 30,000 spectators are a soccer much I do am an expert coach when it comes to criticizing those on the pitch, that does not make me less a supporter and in the same way a player on the pitch does not refuse to listen to the coach because he was not on the pitch, the days of payer coaches are long gone so do not refute my contributions because I am not in the center of the action. If certain resources had been spent on other activities other than android application developments, forcing youth who would rather have been welding wheel borrows to setup Pasha Centers or trying to convert coders into business plan writers maybe, and I stand corrected, a number would have gone into other fields such as security and surveillance. The marine cable brings us a lot of entertainment but it has worked against our search for local applications of broadband and its related applications, I am bitter that we keep bragging of being an ICT enabled society yet all we do is visit social media sites, make payments using mobile money and fete foreign developers who have setup base locally and perform little to no skills transfers. In terms of usage of technology is like a crutch we do not know how to leverage it, carrying a dual core smartphone does not make you tech savvy. We have failed the country yet again just as we have kept doing over the years. Daktari, We are technophobes how do you stop this and get people to embrace technology especially those of us who believe that having a high end phone makes them techno savvy. Today as we discuss the laptop for class one in the west children are being given rasberry pi and other single board devices to encourage them to get involved in coding while we train ours on using packages. It scares me that I am a member of this industry and everyday I wonder if I might be more useful to this nation as a farmer or maybe even just the administrator of an eco-choo at least then my contribution will receive instant recognition. We are producing a nation of high level users yet no one is trying to reverse the trend, we no longer have mechanics but fitters, we no longer have implementers but installers, we no longer have lecturers but regurgitators, we no longer have manufactures but traders. I remember a message by a former Indian Ambassador to Kenya who said that no nation has ever industrialized without heavy industry. The drone in the video is today what children are playing with as toys many supplied as do it yourself kits, Boeing have recently retrofitted an F-16 Jet to be operated fully by remote control while we deal with a hostage situation as we did with the Ngoroko. Will we see the inzi introduced or even just a blimp for crowd control in the near future? I strongly doubt it as we do not have the will or intent to leave a mark when we leave and that is sad. Regards PS. As you return to academia let us hope you will work to remedy this institutionalized mediocrity that we keep rewarding and feting.

Hi,
As we console all those who where affected by the happenings at the Westgate Mall over the weekend do we remain blameless as an industry?

Robert, Let us not complain but do it. I do not complain nowadays. I just try to do it myself with the help of experts. Did you know that if we added value to our primary products we can create 500,000 new jobs. Today we sell tea to Europe only to import Lipton tea. Nigeria buys their tea and coffee from Europe at ten times the local price. Will complaining lead us to knowing that KQ cargo space is empty in every flight to Nigeria. I have been writing about such issues in the Business Daily including tomorrow's and as a result I start experiments with some rural people on such issues. Ndemo.

The discourse is always the same emergency after emergency. Methinks this is the industry that should put a lot of focus on the role of ICTs in disaster management/emergency preparedness going forward. Robert I agree with you, a number of those cool kids are wasting time on apps that are not useful and cannot be monetized. I can rant on and on but this is not the time for that. *"For now, though, let's grieve and resolve to act, resolutely" - Matunda Nyanchama* *My heartfelt condolences to all those who have lost loved ones* On Mon, Sep 23, 2013 at 8:30 AM, robert yawe <robertyawe@yahoo.co.uk> wrote:
