Why don’t you just create a system/website whereby all practitioners are listed and at the end of a project, the client can rate the practitioner, the practitioner can rate the client and we build publicity around such an initiative ... some features you can throw in include escrow services, dispute resolution …I may be wrong, but to me, all these acts are
to bring quality (and maybe standards) into the sector ... but in many implementations, there is no way one client can know that a practitioner is a quack or does not have domain experience …
Here is a good example … www.guru.com // every now and then, I get work techie work from Guru …… if you look at my guru page, you can decide easy whether to hire me or not … its makes life easy for me, I pay around 400$ every year and have gotten work from there …If Kenya Airways could log onto a site and review previous feedback ... it would greatly reduce their risk ...

That reminds me, where is the documentation on the recently held National ICT organisations Forum convened by KICTAnet/ICTBoard at KICC? It really showed us the cocktail and overlapping panorama that litters our ICT landscape.
And on that note, I am voting with Shem that they all need to be harnessed under one framework. Otherwise what you get is a total war between them instead of progress.

The road to statutory recognition should be facilitated by the ICT Board with the purpose of having a recognized certification on ICT. This should in no way hamper any partnerships by other bodies to develop other certifications.
ICT areas are various and many bodies will have to play different roles.
I helped start a chapter in Kenya for IT Auditors and Security Professionals in 1998 (ISACA Kenya Chapter (Information Systems Audit & Control Association) with now a membership standing at over 700 fully paid with a few hundred certified professionals recognised internationally. I have seen our members getting jobs and recognization in Australia, South Africa, Europe, Middle East, US, Canada and locally. The certifications currently are:- 1) CISA - Certified Information Systems Auditor 2) CISM - Certified Information Security Manager 3) CGEIT - Certied Governance of Enterprise IT
The examinations done twice a year.
We have a sample curriculum for Universities which some universities have adopted. A lot of research work is done by members of the association. We have a number of useful publications. One area the association has worked on is COBIT - Control Objectives on Information Technology which is gaining recognisation worldwide. There are many areas one can benefit from the association even if you are not a member in particular if you are involved in developing a syllabus, managing an enterprise etc.. We have very useful and reach information area which can be accessed by non members and download information www.isaca.org.
The Chapter organizes once a month evening talks where invited speakers talk on different subjects. At any one of the talks we get over 100 participants. A very good forum to meet many ICT proffessionals. If you have a topic you would like to share with our members you are most welcome. The talk takes one hour followed by a cocktail. We normally meet at Nairobi Safari Club from 18:00hours mostly on the second Thursday of every month.

Does it mean that the Board sees the running of ICT examinations and, presumably, professionalism as a responsibility of accountants? To me the strategic objective should be to ensure ICT education and professionalism are established under statutory recognition in their own right. The only advantage accountants have is the statutory recognition and if we plan properly we will reach there. I do not want to derail this new partnership but I hope it is short term.BTW KASNEB does not have the technical capacity to make any ICT Syllabus. They had to call in a team of ICT experts, including me, to write the CICT syllabus for them.
