Thank you Grace for sharing the draft Bill.
A brief review of the draft Bill shows that a lot of what is contained in the Bill,including definitions and offences, is already law in Kenya as contained in The Kenya Information and Communications Act , Cap411A ,Laws of Kenya.,Sections 83U to 84F.

My suggestion would be that we harmonize the Bill with the KICA,Cap.411A,Laws of Kenya and while harmonising determine if the proposals are so substantial as to require a new Bill  or an amendment to existing legislation would be adequate.
