You have been on the ICT International scene longer than most of us and so I find it interesting that you now expect ITU and its Government membership to "consult" stakeholders before they vote on an issue...

I am not sure there is any African country that has made the effort to organise national level consultations but if we borrow a leaf from our past experience in developing ICT related policies and regulations, including the most recent data protection and FOI discussions, it would be important for national consultations on ITRs.

Alice, On the ITU national consultation process, I could be wrong but I'm yet to see even one national process in Africa...the positions seem to have been consolidated within the ATU process, and not sure how bottom up or open to comment that is. So the rhetoric that the ITU is trying to fight is not being helped by the opaqueness re the process by people can contribute / participate.
