My catch on this is that when reimbursing money sent to wron destination the telcos have already done a transaction which is chargeable. To mitigate wrong entries, the telcos require one to be careful on making the entries for the numbers and that is why when using these services (e.g MPESA, ZAP) one manually type the intended recipient's mobile phone number. I'm glad they do not charge for reimbursing.
