I think the broader issue here is Safaricom is a Kenyan company - based in Kenya. And the servers were in the UK. That is what all this is about.

When it comes to cost, i believe any internet traffic cost savings
will be translated to the maintainance and running of the local tier 2
data centers set up for this infrastructure. Am sure they are running
more than one for this.
