Worst case / more realistic scenario -- can be setup with ADSL (wired solution) tomorrow.
Problem: copper wire vandalism..
Temporary fix before getting something better in a month or so.

I doubt there is any ISP in Kenya that can meet your deadline, given that first they will take you for a merry-go-round with Sales, Survey, Installation...
Let me just say your deadline is unachievable by Kenyan standards.
