The equipment were budgeted for and were therefore not drawn from the USF kitty. 

Plans are underway to facilitate deployment of services in unserved and underserved areas using the USF.

You know guys this is just simply ridiculous. We have swaths of Kenya that have zero connectivity but no..the CA would rather spend Kshs 2 billion to snoop on less than 20% of Kenyans on social media? Or is this equipment also going to snoop on our WhatsApp messages too?
