Let me say that there cannot be a clear-cut answer to your querry. One has to carefully study the Proposals and consider the merits behind every of them. In general, however, the philosophy behind the AfCPs gravitate around the 2nd and 3rd Schools/'Synopsis.'

Let's please study the Proposals and offer substantive comments noting to cf with Proposals from the other ITU Regions. Such will assist in conducting a face-to-face national consultative process, enriching the AfCPs and during Treaty negotiations in Dubai.

That's a good synopsis of the 3 schools of thought. I haven't had a chance of reading our position (Kenya & Africa) so would appreciate if you could tell us in which of these 3 schools do we fall in?

It is important to note that all the regions of the world have different positions on the ITRs. There are those who are of the view that the ITRs should remain as they are. Another school of thought argues that a review is necessary but should be minimal, only addressing those provisions that have been overtaken by technological and market developments. The third school argues that review should be extensive as the global telecoms industry has changed enormously since 1988.

 

The outcome of WCIT-12 will be a product of negotiations/trade-off between these three schools of thought. And that why all regions of the world are developing regional positions so that they can have higher leverage in the negotiations. What Kenya, or Africa for that matter, will take to Dubai will therefore have to be subjected to this process. I believe the ITU shall publish the final ITRs (Final Acts) after the conference.

I must also commend CCK on this process of vigorous engagement with Stakeholders.  I think it is either the new broom (read DG) sweeps better syndrome or the new constitution in action - but perhaps a mixture of both factors...

nb: I do hope eventually they share what they will present at WCIT.  They ofcourse are not compelled to take in everything from stakeholders but stakeholders have a right to know what was picked/ignored from their input.
