Just going through the African Proposal and now looking at proposal 3.4A below:

in plain language, it looks like ISPs/Content Providers/Domain Name
Registrars amongst others must adopt ITU-T resolutions with respect to
their daily operations. Just wondering what are these ITU-T resolutions,
where and when are they made up and perhaps more importantly who makes
them up. Is it possible to have draft ITU-T resolutions surrounding this
specific article?
