For example, do you know that there are govt entities that spend KES 700,000 on letsencrypt certificates annually, yet the certificates are FREE? :-) That would support setting up a local/regionally hosted public key infrastructure, for example using EJBCA[0] or other similar software. It is good to have local/regional capacity for ensuring integrity of IT infrastructure. Lets Encrypt, Zero SSL free certificates are great, but
