my quick two cents.
1. On high-costs: 'High-cost' is actually NOT relative-
having been defined by UN/ITU as the cost of service as a %
of the Gross National Income per Capita. (ITU Digital
Access Indices ( ITU News, 2003). In simpler times, are
the citizens continuously faced with the 'difficult' choice
between communicating and buying their next meal? i.e if
the cost of communication results in their missing their
next meal then the service is quite expensive.
2. On Commercial Agreements between Operators: I believe
the operators have the 1st privilege to reach an agreement.
However, the Regulator reserves the right to interven in
the event that the agreement is not being reached soon
enought.
