As you/we well know, it is a Leadership/Corruption problem.
We value infrastructure (kula kitu "kidogo" na dogo dogo) projects which do not contribute to transparency and accountability.
We also prioritize travel (per diems) over transparency, over business automation and data analytics/performance reporting.
Executive Teams in Govt Depts, Counties, Parastatals, all prioritise self rewarding (but necessary) Infrastructure Projects leading them to ignore/frustrate Performance increasing/demanding Projects.
How can we allow information systems that keep us from pocketing KES 300B per year? These systems are too "expensive" to give to local firms, run by patriotic/visionary Kenyans.
We must make sure foreigners win tenders (preferably hardware) after the kickbacks (including trips abroad) are done.
At least the software (licensing), hardware/infrastructure business specialists does not guarantee automation and information systems will be well done.
Why should we develop systems which threaten the livelihoods of dangerous public officials anyway?
KES 300B "lost" in 2012-2013 is a lot of money to make them account for.
