Skimmed through the TOC and zeroed down on a point of interest 
5.6 UNIFORM CRITERIA FOR SELECTION OF AREAS Page 10 which reads:-

Uniform Criteria for Selection of Areas
CA shall develop clear and objective methods and criteria (Point 1) for prioritizing geographic zones where USF projects will be implemented. In general, priority will be given to rural, remote, and small towns and villages which are un-served or under-served by telecommunications networks and ICT services (Point 2), and where 
commercial operators do not intend to provide service on their own. The factors that will determine which specific areas will be chosen for any given projects 
will be determined on a transparent and fair basis (Point 3), including consultations with 
local stakeholders, taking account of such criteria as access and proximity to existing network infrastructure, size of population and density, status of supporting infrastructure (energy, roads, etc.), socio-economic conditions, and 
geographic and demographic diversity


Point 1: it would be helpful and informing if CA would share the selection framework used. The document doesn't share this information.

Point 2: in terms of un-served and under-served, Turkana should have ranked amongst the highest thus should have had a share of the USF pie so to speak.

Point 3: Personally I hate even having to pen this; but it appears transparency and fair basis is very far from how this cake was distributed.

@CA Authorities, kindly note that I appreciate what you have done however believe that it could have been better and more effective if the distribution framework had been transparent. I stand to be corrected.

The Digital Divide and Digital Inclusion are 2 diseases that need to be cured and cured fast they should be!

Thanks for the update, greatly appreciated. 

I have a few queries though, I took the liberty to analyse the data and below are my observations (based on population data from Census 2009): -
  1. What criteria was used to select the schools?
  2. There appears to be a disproportionate allocation, with some counties receiving much more than others yet atleast one county receiving none.

The locations connected to the Internet by USF were shared by the indefatigable Mr Wambua. However, the information on the Schools and other amenities connected was not shared. This is what Liz is asking about.
