No one is selling yet. "nic.africa" is one of the compulsory domains that all new gTLDs must have (obviously with the appropriate gTLD extension). Anyone who is selling the ZA Cities will almost certainly sell dotAfrica. Only a few of these though will be able to process Sunrise and Landrush applications. You either have to be an ICANN Accredited Registrar (there are about eight or nine such organisations in Africa) or resell through an ICANN accredited organisation. Many of the folk who sell ZA domains via the ZACR also though sell ZA Cities via the ICANN Proxy relay that the ZACR (themselves an ICANN accredited Registrars) has set up. I'm in that category. Thus, I use basically the same EPP system that I do for selling ZA Domains - and its pretty much instantaneous.
