Unfortunately I dont have a straight answer to the above. BUT the key guidelines are that: 1. the topics introduced should revolve around ICT Policy/Activities & 2. observe some diplomacy - particularly when addressing the 'imagined-guilty" party given that there are always two or more sides of a story. So If someone was to talk about corruption in say the Maize-industry members would rule them out of order unless ofcourse one is explaining how computers were used in the process :-). But more seriously, most members are worried about the lack of diplomacy on the list. There's a way we can disagree on issues without necessary degenerating to our lowest instincts. And this is where the Americans and other democracies have beaten us. Because they are able to present their opposing views without necessary boiling down to personality wars.
