Indeed not just the BPO, there are other sectors as well; security, medical, transport , etc. This was not well thought out. I am curious to know if any of the people that have been arrested and extorted so far were read their rights and that the Police did actually show them a warrant of arrest signed by a judge! We need reform in our institutions, and with this, will come real change at the top! While a fairly internet savvy and informed individual as myself and you are able to read and understand the law and what rights accrue to us, majority of Kenyans do not. Our Police (and to a great extent because of the horrid conditions under which they serve) have taken advantage of this to extort Kenyans. The Mututho law in principle is meant to protect us, but how it is being enforced is what I question. That said, how can we harness the power of ICT to change that?
