Never too late, I support the trust approach and a very lean secretariat (1 person and interns). From experience (at KENET Trust), it allows for collaboration (and working together) without stepping on each other. It will also allow for the current efficiencies of Kictanet. Speaking of ICT convention 2006. It was suggested that we need to begin plans for this quite early. Hope KIF is on top of this. We will need to begin discussing funding before the end of this year.

Specifically 1) who would you say qualifies for membership in this network? and
2) how can membership be qualified or when does a member fail to be a member?
