when it comes to what is local i'd say it depends.

- where is the content hosted. From 'a guy that designs networks' perspective, this has the biggest impact. So google and Akamai by caching traffic at a local exchange point is local, nation media's site hosted abroad is not local by this definition. This has the biggest impact on cost and éye ball' perception of a good service mainly due to the latency imposed on the traffic by long round trips.

- Content created for and by local people. this immediately puts the nation media content from above in the 'local content' category. I however find this too broad. Kenyan videos on you tube are local, but google can physically host them anywhere in the world. obviously it makes sense to host content as close to its consumers as possible. So nation might not see sense in hosting their site here if their biggest online consumers are in North america. but the ;content as far as we're concenrned is still local.

other things impact the definitions eg if you have local content but your ISP has a DNS service hosted abroad, then in my books they are doing something wrong and it affects localization. the same could be said of someone offering offshore billing services, or using salesforce but they are a kenyan company. is the content they put in there local? by whose definition?

Local content is what is relevant to a local audience. In this case Kenya. In my humble opinion if you write about Jay Z and you are a Kenyan that doesn't pass muster as local content.

As for the domain extension - that is just where you host the content. So that content on Jay Z if it goes on a site with the domain hiphop.co.ke that doesn't qualify as local content...

For more context. Yawe's  quadrantshift.co.ke is a good example of taking a global phenomenon (in this case Richdad PoorDad) and applying it to a local context. Well done Yawe.
