@Mbugua, Quite some harsh verdict I suppose. Ofcourse ICT Board had its weakness - like we all do. But I think they did some things right and we shouldn't burn their house in totality but rather seek to improve (soulds like the ongoing political argument of "get rid of IEBC vs "streamline it"?) I am for streamlining institutions rather than burying them because of "this and that". Whats more, if most of us think Dr. Ndemo did a good, he must have done / actualized it through the Kenya ICT Board (e.g Idea of TEAMs, Konza City, KENET, Govt Shared Services, etc). Ofcourse I get the constant vibe that ICT Board over-concentrated on the overseas markets at the expense of local markets/developers/SMES in the ICT Industry. Something for the new ICT Authority to work on. walu. ________________________________ From: James Mbugua <jgmbugua@gmail.com> To: jwalu@yahoo.com Cc: KICTAnet ICT Policy Discussions <kictanet@lists.kictanet.or.ke> Sent: Tuesday, August 20, 2013 1:23 PM Subject: Re: [kictanet] ICT BOARD - ANY LESSONS TO LEARN Barrack Maybe it is. But it is something I have stated repeatedly here when I was questioning the rationale of endless visits to the US instead of using that money to bring venture capitalists to come and meet innovators here. If an organization does well it does well and it is recognized. If it doesn't, it should be criticized and many blogs have criticized this organization to no end. Actually, when Kukubo left, I said the board should be disbanded or overhauled completely and every position advertised to be filled competitively. And this is not from reading articles, it is from first hand experience. True, some good people exist but everything rises and falls with leadership. J. through a SWOT binocular, in some cases the ICT board did well in my opinion, let us objectively analyse its weaknesses because the new authority might learn a thing or two from that.

My feelings on this board are not hidden. I have made them here.
Corruption, lavish living and travelling unnecessarily, lack of a focused strategy, employing overpaid, clueless prima donnas who acted as if the world owed them and overall poor management and oversight plagued this organization.
Actually, if it was properly audited, the ICT Board should see several individuals jailed and surcharged.
Know-it-alls employed within its ranks did nothing but stifle innovation and frustrate innovators.
The new authority should seek assistance with the crafting of its Vision and Mission which will then guide it in executing its mandate in a focused manner.
As I indicated when we were discussing the M-Pesa platform, I really don't like the stifling of innovation because when let free you never know what new things these minds will come up with. We need to allow for disruptive technologies to come up.

Now that the ICT Board has been disbanded (or absorbed not sure which), my head has been active with the thoughts of what really went wrong there and what lessons can be learnt. How did that board not leave us with anything tangible or is it just me who didn’t follow on what they did.****

I always felt (quietly) that the ICT Board was going about their initiatives in the wrong (or not practical) way but I kept silent because I always kept feeling its me who was wrong. Now, more and more now, am starting to think something was wrong there.****
