IMHO registering a .ke should be builti into the company registration process and the cost added therein complete with default emails like info@domain created and forwarded to the primary address you give as part of the registration.

Form the above 1. Does it mean it's a MUST for all businesses go register .tz domain, or they can register at their discretion? My reading is that it's at business discretion. From the newspaper notice, the reason given for businesses to register .tz is to "contribute to the national revenue", and not to help businesses get online. This will make business view this as additional taxation rather than a value added service.
2. The regulation mandating all "official correspondences" - I assume this means "government entities correspondence" to be on .tz is highly welcomed.
