I don't know a single isp  (okay there is one) that won't have to re work their infrastructure if instructed to block sites such as the ones listed and someone finds a way to enforce a ruling against such isp's.

Doing so requires some unrecoverable capex.

Trying to police sites without changing the very nature /design of the Internet is in my opinion a waste of time and money. (Granted some entities will make money maube even create jobs but I digress).

As usual with technology anything is possible. I'm not sure we have laws to sort this sort of thing out. But hey who said we can't try...
