We have devices that can support the set-up described below enabling mobile service providers to deliver 3G services and Telephony in one CPE especially to the SME's and remote branches. It allows access network resource optimization [CPE will force route voice to GSM and data to 3G], 10 Sip Registers (user accounts) via IP + a couple via FXand  Easy migration from GSM/3G trunk to SIP or failover SIP to GSM/3G

And one more thing: They should all facilitate voice function on the same. Sometime back, using Orange's 3G+ modem (before their 21.xMbps modem), their DashBoard allowed me to make voice calls on the same modem/SIM card.
Safaricom's Huawei E1820 has such functionality but why it's disabled for KE is what I do not understand.
