My take on the affordability of the internet is basically simple

How many rural home have electricity

How many have telephone lines

How many rural towns have cybers that earn an incom solely form internet services ?

That is the basics, go to secondary issues like priorities for income usage??

To buy food, kerosene etc or surf ?

Taking I.T to the rural areas should be unde r the universal coverage policy and not for profit unless for value added services ama??
