I suspect it is the MCSK - http://www.mcsk.or.ke/about.htm - who on their website state:

Hi All,
There are people going round asking for a fee of Ksh.1950 so as to allow any one to play music in public e.g companies.. anybody else aware of this? apparently this was on TV yesterday (i did not catch news or had a chance to read the paper).
my questions..
which body enacted this? CCK or the ministry of Info Comm ( Hon. Bitange?)
is there a site that has the info on how this will work? deadlines, the rates etc etc
who will regulate this?
