It's like an afterthought that someone decided to throw in the computer games. Is one supposed to obtain a licence to write or create these games like with films. The part of the document that deals with films and stage plays substantively does not deal with computer games.3. The part about ISPs is thrown in by someone who is completely ignorant. ISPs do not deal with content; they don't even see it (and they should not!). An ISP is just a conduit or facilitator. Do these people expect an ISP to employ people to screen content of their clients?4. If we are not careful Kenya will start going backwards as more people come up with all kinds of proposed legislation; what is there to stop film makers moving to neighbouring countries and taking all those jobs with them?5.
