Dear colleagues, My American colleague at Brookings posed the following question. "I've been playing around in digital currencies, and wanted to chat about M-PESA, and other mobile-based currencies, with a particular eye to how the governments of East Africa may respond. I'm also curious how closely tied mobile devices are to personal identities--is is easy to move funds through safaricom, for example, without having it tied to a particular person?
