 (2) Dot-tz Electronic Communications shall be used for all official correspondences unless where proved technically not possible. 
 (3) The Tanzania Network Information Centre (tzNIC) shall serve both as the technical and administrative Manager of dot-tzccTLD. 


Form the above
1. Does it mean it's a MUST for all businesses go register .tz domain, or they can register at their discretion? My reading is that it's at business discretion. From the newspaper notice, the reason given for businesses to register .tz is to "contribute to the national revenue", and not to help businesses get online. This will make business view this as additional taxation rather than a value added service.

2. The regulation mandating all "official correspondences" -  I assume this means "government entities correspondence" to be on .tz is highly welcomed.

Tanzania Communications Regulatory Authority (TCRA) published a public notice in the Daily News on 1st June, 2016 that reminds us that all business entities registered in the country should have and use dot(.) tz domain names.

The notice stated that this requirement is in order to comply with the regulatory requirements and to contribute to the national revenue. However, the notice does not give a deadline to do so or limit the use of other domain endings. Therefore we assume that if you own a .com, .net, .org, or any other domain ending then you are required to register a respective .tz domain name.
