I had Kirdi in mind, though i was just curious because i have realised the Universities seem to running their own parallel arrangements and then talk of the Safaricom innovation board, does this mean there is a vacuum (umbrella) body for bringing together all this stakeholders. If i am not wrong KIRDI was responsible for the budding Jua Kali Sector, are there any lessons to be learnt from the success of the sector that could help propel the ICT sector forwad?

Besides that, the government has done good through the ICT Board Local grants that stimulated people's brains to look beyond their nose, and develop local content and innovations.
 
A good place to start would be kirdi, whose mandate in their website kirdi.go.ke is "Kenya Industrial Research Institute (KIRDI) is a national research institute established in 1979 under the Ministry of Trade and Industry and mandated to undertake multidisciplinary research and development in industrial and allied technologies. The institute’s core objectives are handled by the R&D and Technology Transfer departments. The major R&D departments are: Engineering, Energy and Environment, ICT, Leather and Textiles, and Food Technology Divisions. KIRDI has developed over 40 technologies in these fields"
