Hi Kanini,

Filtering can be done using content control softwares either by govt, ISP's or a parent trying to ensure a child doesn't access some sites.
But some sites can be accessed by use of VPN's an example being China and Facebook and the developing story in Uganda.
Content control filtering solutions refuse access to predetermined web pages, types of files and applications by applying keyword filters depending on the level of glanurality.

Thank you Carolyne for highlighting content that needs regulation. I note that this is content that affects the rights of others.

Would you please shed some light on filtering mechanisms and why government efforts fail?

For online content how different countries/governments are trying to regulate online content e.g self filtering, internet service providers or anyone that has access to blocking offensive material but fails to do so.
