It's only important the several government agencies inform the public how this new fibre is complementing NOFBI, how NOFBI has run out of capacity, shortcomings of NOFBI, etc. Are the different government agencies working together, or are they in competition?
The more cables we have, the more capacity we have, but the pain is, the end user will still have to pay the capital expense in deploying them.
Answers from ICT Authority would assure the community.

I think this project is much more than this - ie. FTTH. I certainly
hope so. Whether the end-user is charged directly by Kenya Power (who
would then become an ISP!) or some third party, sijui.
