It's inconceivable that the govt would want to invest on the war on counterfeit with all the freehand given to the Chinese here. If anything, the war can be fought at the 'borders', which is where the counterfeits enter. This sniffing is just a violation of privacy, but has other objectives than tacking counterfeits, unless CA can publicly publish the kind of data they're collecting and the type of reports they generate.
