Newspaper folks know the art: capture someone attention and s/he may buy the paper. And yes, sometime the headlines scream  more than (and even opposite stuff to) the story itself. Yet, they would have succeeded in us reading the story. If the intention was to communicate, they would have succeeded in their objective.

There is also a quote (don't recall by who?) to the effect that "any publicity is good publicity"; and that it gives an opportunity for the subject to communicate their message. It has just happened here. With that headline many now know about IBM's cloud services and innovation thereof; and it has given a chance to Paul Kukubo to enunciate more on how IBM re-seller model has benefited local ICT firms. ....

All these: things we would not have known. 

Gilda is on the money about stereotyping, pigeon-holing and paint-brushing entire populations. It is a dangerous proposition that may work in a comedy club versus being the basis of policy and action. And it could become self-fulfilling prophecy for reasons of what psychologists term Pygamilion Effect (people live up to the expectations of others and their environment)
